CLB 7 on CELPIP: what you need in each skill
Canadian Language Benchmark (CLB) 7 on CELPIP means a CELPIP level of 7 in a skill: about 27–31 correct answers out of 38 in listening, about 24–28 in reading, plus writing or speaking that does everything a task asks in clear, mostly correct English. A 7 earns 17 Comprehensive Ranking System (CRS) points per skill for a single applicant, while a 7 in all four is where skill transferability points begin.
What is CLB 7 in CELPIP?
It is a 7 in one skill. CELPIP reports each of its four sections separately, and Immigration, Refugees and Citizenship Canada (IRCC) treats CELPIP levels 4 to 10 as CLB 4 to 10. So a 7 in speaking is CLB 7 in speaking, and one report can hold several CLB levels at once.
On the Common European Framework of Reference (CEFR), Paragon aligns CELPIP 7 with B2, a label shared by CELPIP 7 to 9, so 7 is where B2 begins. IRCC works in CLB; treat a CEFR label as a comparison only.

- readingCELPIP 724–28 of 38About 24 to 28 correct answers out of 38.
- writingCELPIP 7CELPIP 7Does everything the task asks in clear, simple sentences. Ideas are relevant but briefly developed, and errors rarely get in the way of meaning.
- speakingCELPIP 7CELPIP 7Answers the question with relevant ideas in simple, mostly correct sentences, and keeps going for most of the time despite some pauses.
Listening and reading ranges come from Paragon’s published approximate guide, in our exam configuration. Writing and speaking are rated on four criteria; see the writing and speaking sample answers.
Listening and reading come down to a count of correct answers out of 38. Paragon’s approximate guide puts level 7 at 27–31 in listening, 24–28 in reading, yet the lowest of those counts (27–28 and 24–25 respectively) also sit in level 6’s band. So a practice range starting at 7 needs 30 right in listening, which leaves room for 8 misses; reading needs 27, leaving room for 11. Compared with a range starting at 6, that is 4 more right answers in listening and 4 in reading. Our listening or reading score chart turns any count into a range.

Express Entry’s first-language table pays 17 points a skill at CLB 7 if you are single, or 16 with a spouse or common-law partner: 68 or 64 in total.
Climbing from 6 is worth a lot: 9 points become 17, a gain of 8, as large as any single step in that table. Moving on to 8 adds 6 more; our CLB 8 page covers that level.
Why CLB 7 in all four skills matters
CRS also pays skill transferability points when strong language meets education or foreign work experience. That table has two columns: CLB 7 or higher everywhere with at least one skill below 9, and CLB 9 or higher everywhere. A single skill under 7 rules out both, which makes 7 a first threshold. With every result at 7 or 8, its lower column pays:
- 25 points with two post-secondary credentials (one from a program of three years or more), a master’s or professional degree, a PhD or 3+ years of work abroad
- 13 points with a post-secondary credential from a program of at least one year or 1–2 years of work abroad
Each figure roughly doubles once all four reach 9, as our CLB 9 page shows. Transferability points sit on top of per-skill points. IRCC caps the total, so your own figure depends on your whole profile: check it with IRCC’s official tools.
When one skill is below CLB 7
Because both columns ask for all four, your weakest skill decides. Picture a single applicant with listening 8, reading 7, writing 6, speaking 7:
- Now: 66 per-skill points, no transferability points, since writing sits below 7.
- Writing raised to 7: 74 points (+8), and the first column opens.
- With a post-secondary credential from a program of at least one year, that column adds 13; with 3+ years of work abroad, 25.
One level in your weakest skill can pay twice, so train that skill first.

What a CLB 7 answer looks like
Raters score writing on four things: content and coherence, vocabulary, readability and task fulfillment. For a 7, put task fulfillment first. A level 7 answer is complete and clear rather than impressive: it covers every point a task lists, in short paragraphs, with errors that rarely block meaning. Here are two openings of an email to a building manager about a broken washing machine:
I am writing about the washing machine in our basement laundry room. It has not worked since Monday, and families on our floor have nowhere else to wash clothes. Could you send a technician this week?
Hello. Machine is broken. We need it. Please fix fast. Thanks.
- It says what is wrong, where, and since when, in its first two sentences.
- Sentences are short and correct; linking stays simple.
- It ends on one clear request with a time frame.
- To reach 8, it would add why a repair is urgent, such as a neighbour who cannot carry laundry to a laundromat.
Speaking swaps readability for listenability. A level 7 speaker gives relevant ideas in simple, mostly correct sentences, keeps going for most of a task’s time and recovers from pauses. Our speaking sample answers let you hear answers written to levels 7, 9 and 11.
If you also have French results
French can add points on top of English. The larger French bonus, 50 points, needs NCLC 7 or higher in all four French skills plus CLB 5 or higher in all four English ones (NCLC is the French scale that mirrors CLB). A 7 in English already clears that English condition. With NCLC 7 in French but an English skill under CLB 5, the bonus is 25.
Our CELPIP score calculator adds French results to English ones.
